Kota Kinabalu: The State National Registration Department's (NRD) silence to questions relating to showing proof that the issuance of the green MyKad to stateless foreigners in Sabah is provided for in the law may be creating misgivings among the people.
Political activist Dr Chong Eng Leong said it has been two weeks since he called on the NRD to show where in the National Registration Regulations 1990 is there any provision to issue the green MyKad to so-called "stateless" foreigners born in Malaysia.
"I also asked if NRD would insist on the verification of the birth certificates, if these were extracts of late registration of births, by a Magistrate's Court before accepting applications for the MyKad," he said, Tuesday.
Dr Chong said he had also asked the NRD to clarify to every Sabahan and Sarawakian on the loophole in the interpretation of the "Federation" in Article 160 of the Federal Constitution i.e. the "Federation" means the Federation established under the Federation of Malaya Agreement 1957.
Due to the loophole, many children born in Sabah after Malaysia Day (which is Sept 16, 1963) with only one Malaysian parent are having difficulty in their applications for the blue MyKad.
"Two weeks have gone by and NRD has not replied. I again urge NRD Sabah to please reply these three pertinent questions to erase any misgivings in the minds of the populace," he said.
